 10 мая в Якутске состоялся Круглый стол, посвященный второму Международному Десятилетию коренных народов мира.
Напомним, что первое Десятилетие было объявлено в конце 1993 года Генеральной Ассамблеей ООН(1995–2004 годы).
В 2006 году вышло Распоряжение президента республики "О подготовке и проведении Второго Международного Десятилетия коренных народов мира". Департамент по делам народов и федеративным отношениям организовал съезд эвенов и юкагиров. Были вручены именные стипендии студентам из числа малочисленных народов Севера, проведены мероприятия в селе Тополином Томпонского улуса по случаю 75-летия Героя Социалистического Труда Василия Кладкина.
Тем не менее, чувствовалось по всему, что участники Круглого стола, депутаты и представители общественности собрались 10 мая в зале заседаний Ил Тумэна с явно пессимистическим настроением. Андрей Кривошапкин, председатель Комитета по проблемам Арктики и коренных малочисленных народов Севера, начал разговор с того, что Десятилетие практически не освещается в СМИ. Однако, не эта проблема оказалась самой важной.
Заместитель министра образования Евдокия Никифорова сообщила, что в 2006 году десять образовательных учреждений из районов Арктики получили по одному миллиону рублей в качестве приза за различные достижения в области образования. В 2007-м таких школ-«миллионеров» оказалось всего пять. В 2007 же году пятнадцать учителей из районов Арктики получили президентские гранты по 100 тысяч рублей каждый. В 2006-м году было поощрено двадцать учителей.
Готовится проект нового закона республики «О дуальном образовании», согласно которому учащиеся будут приобретать специальности еще в стенах школы. На кафедре северной филологии ЯГУ появилась специализация… «многопрофильников» - учителей, которые будут преподавать не по одному, а сразу по нескольким специальностям. То есть один и тот же преподаватель может учить детей и родному языку, и русскому, и родной литературе, и русской литературе, а еще истории и культуре, родной, русской и мировой. Видимо, поняв, что заставить молодых учителей переезжать на север практически маловероятно, правительство пошло по пути наименьшего сопротивления – взялось за подготовку кадров «два…, три…, четыре… в одном».
Указом и постановлением президента республики в этом году в Арктику в приказном порядке отправляются тридцать учителей. Если они продержатся на севере пять лет, государство выделит им субсидию на строительство собственного жилья. Если продержатся десять лет – субсидию на покупку однокомнатной благоустроенной квартиры.
Георгий Артемьев, председатель Комитета по здравоохранению, делам семьи, детства, молодежи, физкультуры и спорта: «Через районы севера тянут трубопровод, планируется строительство гидроэлектростанций… Ничего хорошего для местного населения это не сулит. Где министерство охраны природы, защищает ли оно экологическую безопасность населения, выполняет ли свои прямые обязанности? Жители севера живут сейчас в неведении, что же будет со школами (малокомплектными), с медицинскими учреждениями…»
Иван Атласов, президент Ассоциации эвенков России: «Посмотрите документ «Схема развития производительных сил, транспорта, энергетики РС(Я) до 2020 года». Там содержатся планы по строительству гидроэлектростанций, нефтепроводов и газопроводов. А в статье 266, пункт 2, черным по белому написано: «…расселить коренных жителей севера». Здесь нет министра промышленности, а то надо бы спросить: «Это куда расселить?».
Малочисленные народы Севера – оленеводы, которым требуются большие угодия для выпасa оленей. А на их территории скоро вырастут промышленные гиганты. Это уже третье наступление на малочисленные народы. Сначала было наступление золотодобытчиков, потом – алмазодобытчиков, а теперь – нафтегазовое наступление. И все сплошь – печальный опыт. Вспомните переселение чурапчинцев – сколько людей выжило после него? Какое испытание теперь предлагает правительство республики малочисленным народам?
Проект нефтепровода, который пройдет через наши земли, готовили москвичи, которые тундры в глаза не видели. Все объекты строятся на нашей земле без соблюдения каких-либо строительных норм и требований экологической безопасности. Строили дороги федерального значения – и успели навредить экологии. А что будет, когда протянут нефтепровод? Местные жители никаких выгод не получают от промышленных объектов. Да к тому же нефтепровод строит частная компания – какой с нее спрос? Ей тем более судьба местных жителей безразлична.
Владимир Волков, руководитель пресс-центра Ассоциации коренных малочисленных народов Севера: «Есть законы, согласно которым местные жители должны получать компенсацию за причиняемый экологический урон. Но они не выполняются. Так, золотодобытчики должны 6% от выручки выделять районам, на территории которых они добывают драгоценный металл. Я лично поинтересовался, почему районы так и не получают свои законные 6%. Ведь на эти деньги можно было бы решить все проблемы района: оснастить малокомплектные школы, фельдшерские пункты, пригласить специалистов, повысить зарплаты. Мне ответили, что не продуман механизм, как эти деньги будут передаваться селам, нет нужных подзаконных актов. Оказывается, такой «детсадовской» отговоркой можно прикрывать неисполнение законов. Что же будет с сельчанами и оленеводами?»
