24 апреля в Москве состоялась Международная конференция "Трансконтинентальная магистраль Евразия - Америка через Берингов пролив". В работе форума приняли участие высшие официальные лица министерств и ведомств РФ, руководители субъектов РФ, крупных российских компаний, представители бизнеса и экспертных сообществ из 12 зарубежных стран. Тема конференции широко освещалась средствами массовой информации России и всего мира.

Основные выводы по итогам работы Конференции:

1. Препятствием на пути к формированию единой глобальной сухопутной транспортной сети и фактическому объединению четырех континентов (Евразия, Северная Америка, Южная Америка, Африка) является отсутствие связи транспортных и энергетических систем Евразии и Америки;

2. Для преодоления этого препятствия необходимо построить около 6000 километров железнодорожной магистрали от Якутска (Россия) до ближайшего узла североамериканской сети железных дорог через Магадан, Чукотку, Берингов пролив и Аляску в едином коридоре с линиями электропередачи и оптоволоконной связи. Техническая осуществимость такого проекта не вызывает сомнений у международного экспертного сообщества;

3. Строительство Трансконтинентальной магистрали, соединяющей Евразию и Америку через тоннель под Беринговым проливом (ICL - World Link) станет решающим вкладом в формирование всемирной транспортной системы (Global Transportation System, GTS), позволит объединить мировой опыт реализации глобальных международных проектов;

4. Проект ICL - World Link экономически рентабелен при сроке окупаемости 30 лет с момента выхода на проектный грузопоток. Рентабельность Проекта определяется потенциальными объемами грузоперевозок через ICL - World Link, которые оцениваются в размере 400-500 млрд. тонно-километров в год, экономическими эффектами от развития гидро- и приливной электроэнергетики и соединения энергосистем России, США и Канады, освоения богатейших природных ресурсов в зоне влияния ICL - World Link и рядом других факторов;

5. Россия заинтересована в реализации проекта ТКМ - World Link, так как Трансконтинентальная магистраль станет ключевым элементом стратегии социально-экономического развития Дальнего Востока и России в целом, опорным мультитранспортным коридором, который даст возможность Востоку России стать передовым промышленным регионом страны и одним из важнейших транзитных узлов мировой экономики;

6. Создание Трансконтинентальной магистрали с выходом к Берингову проливу стало частью государственной стратегии развития Востока России. 10 апреля президент РФ Владимир Путин утвердил стратегию развития железнодорожного транспорта России на период до 2030, предусматривающую строительство трансконтинентальной железнодорожной магистрали Правая Лена - Зырянка - Уэлен протяженностью свыше 3,5 тысячи км с выходом к Беринговому проливу. Эта магистраль - ключевой элемент ТКМ - World Link на территории России. В марте 2007 году в рамках реализации ФЦП "Развитие Дальнего Востока и Забайкалья" премьер-министр Михаил Фрадков одобрил решение о строительстве дороги Беркакит-Томмот-Якутск до Магадана, также являющейся важным элементом ТКМ - World Link на территории России;

7. Строительство ТКМ-World Link может быть реализовано только в качестве международного проекта на базе межправительственного соглашения между странами, заинтересованными в реализации проекта, прежде всего между Россией, США и Канадой;

8. Проект ТКМ - World Link может быть реализован на основе частно-государственных форм партнерства с привлечением бюджетных средств государств - участников Проекта и инвестиций российских и зарубежных компаний. Такое мнение высказали на конференции заместитель руководителя Федерального агентства по особым экономическим зонам Максим Быстров и заместитель министра транспорта РФ Александр Мишарин. Одной из форм реализации Проекта могут стать концессии.

По итогам Конференции были подписаны следующие документы:

1. Обращение участников Конференции к главам государств и правительств России, США, Канады, Китая, Японии, Южной Кореи и стран Евросоюза с призывом объединить усилия для реализации проекта ICL - World Link.

2. Проект Меморандума о взаимодействии государств G8 в реализации международной программы исследований по проекту ICL - World Link для обсуждения лидерами стран "Группы восьми" на саммите G8 в июне этого года.

2 мая принятые по итогам Конференции документы были отправлены главам государств и правительств России, США, Канады, Японии, Германии, Великобритании, Франции, Италии, Китая, Южной Кореи, а также Председателю комиссии Европейских сообществ, сообщили ЯСИА в оргкомитете конференции.

Russian part TKM - World Link will be constructed

Results of the International conference " the Transcontinental highway Eurasia - America through Bering strait " on April, 24th in Moscow took place the International conference " the Transcontinental highway Eurasia - America through Bering strait ". The maximum(supreme) officials of the ministries and departments of the Russian Federation, heads of subjects of the Russian Federation, the large Russian companies, representatives of business and expert communities have taken part(have participated) In work of a forum from 12 foreign countries. The theme of conference was widely shined(covered) with mass media of Russia and all world. The basic conclusions on results of work of Conference:
1. An obstacle in a way to formation of a uniform global overland transport network and actual association of four continents (Eurasia, Northern America, South America, Africa) is absence of communication(connection) transport and power systems of Eurasia and America;

2. For overcoming this obstacle it is necessary to construct about 6000 kilometers of a trunk-railway from Yakutsk (Russia) up to the nearest unit of a North American network of railways through Magadan, Chukotka, Bering strait and Alaska in a uniform corridor with transmission lines and fibre-optical communication(connection). Technical practicability of such project does not cause doubts in the international expert community;

3. Construction of the Transcontinental highway connecting Eurasia and America through a tunnel near Bering strait (ICL - World Link) becomes the solving(deciding) contribution to formation of the world transport system (Global Transportation System, GTS), will allow to unite world(global) experience of realization of global international projects;

4. Project ICL - World Link is economically profitable at a time of recovery of outlay of 30 years from the moment of an output(exit) on a design goods(freight) traffic. Profitability of the Project is defined(determined) by potential volumes of cargo transportations through ICL - World Link which are estimated(appreciated) at a rate of 400-500 billion kilometer-tons a year, economic benefits of development гидро-and tidal electric power industry and connection of power supply systems of Russia, the USA and Canada, development of the richest natural resources in a zone of influence ICL - World Link and a number(line) of other factors;

5. Russia is interested in realization of project ТКМ - World Link as the Transcontinental highway becomes a key element of strategy of social and economic development of the Far East and Russia as a whole, a basic multitransport corridor which will enable the East of Russia to become the advanced industrial region of the country and one of the major transit units of economic;

6. Creation of the Transcontinental highway with an output(exit) to Bering strait became a part of the state strategy of development of the East of Russia. On April, 10th the president of the Russian Federation Vladimir Putin has approved(confirmed) strategy of development of a railway transportation of Russia for the period up to 2030, providing construction of a transcontinental trunk-railway the Right Lena - Зырянка

7. Construction ТКМ-World Link can be realized only as the international project on the basis of the intergovernmental agreement between the countries interested in realization of the project, first of all between Russia, the USA and Canada;

8. Project ТКМ - World Link can be realized on the basis of the private-state forms of partnership with attraction of budgetary funds of the state-participants of the Project and investments of the Russian and foreign companies. Such opinion was stated at conference deputy head of Federal agency on special economic zones by Maxim Bystrov and the deputy minister of transport of the Russian Federation Alexander Misharin. To one of forms of realization of the Project can become concessions.

On results of Conference following documents have been signed:

1. The reference of participants of Conference to chapters of the states and the governments of Russia, the USA, Canada, China, Japan, South Korea and the countries of the European Union with an appeal to unite efforts for realization of project ICL - World Link.

2. The project of the Memorandum of interaction of states G8 in realization of the international program of researches under project ICL - World Link for discussion by leaders of the countries of " Group of eight " at summit G8 in June of this year.

On May, 2nd the Conferences accepted on results documents have been sent to chapters of the states and the governments of Russia, the USA, Canada, Japan, Germany, the Great Britain, France, Italy, China, South Korea, and also to Chairman of the commission of the European communities, have informed ЯСИА in organizing committee of conference.
